GMDA Offers 30 acres in Panchgaon for Shifting Kherki Daula Toll Plaza

As per Gurugram Metropolitan Development Authority (GMDA) the issues at Panchgaon for shifting the Kherki Daula plaza is resolved now. They are ready to shift 30.52 acres of land, except for one immaterial piece of land.

On Saturday GMDA has written a letter to National Highways Authority of India (NHAI) headquarters in which they have offered Land for the construction of a 28 lane toll plaza which was on hold for last few years.

After several requests by Haryana Government and local politicians in 2016, Nitin Gadkari, the Union Transport Minister of India, has announced the transfer of Kherki Daula Toll plaza but on one condition that the Haryana Government will be giving land to NHAI free of cost. Initially the Toll Plaza setup was supposed to be done at Sehrawan near Manesar, but due to the continuous request by the local politician, Haryana Government, Residents and the Environmentalist the plan was shifted to Panchgaon.

The state government had decided to offer the 30 acres of land in Panchgaon, but due to the consistent opposition by the local residents the project got delayed by 3 years. The landowners moved to the court for the relief, but finally the issue got resolved.

Sudhir Rajpal, the chief executive officer of GDMA wrote a letter to NHAI stating,” This is with reference to NHAI letter number 1733 dated fourth December 2019, providing for 28 lanes toll plaza in land measuring 30.92 Acres at Panchgaon in district Gurugram. The forest clearance for the said land has been obtained from the principal conservator of forest Haryana Panchkula on 31/01/2020. GMDA had already offered 30.92 acres land to NHAI vide letter dated 16/12/2019 for the construction of toll plaza with 28 lanes for which design has been prepared by the consultant of NHAI.”

“However, due to certain court restrictions, the site could not be physically handed over till now. Now, all the encumbrances on the site have been removed except for a non-critical patch of 0.40 acres. The land measuring 30.52 acres is now being offered to the NHAI for the establishment of a toll plaza at Panchgaon. You are requested to issue necessary directions to the local NHAI unit to take over possess acres of ion of land for establishment of toll plaza at Panchgaon by shifting it from Kherki Daula,” it confirmed.

In 2014 a concession agreement was done according to which the Millennium City Expressway Private Limited (MCEPL) was allowed to collect toll till 2023. One of the Senior NHAI officials states that the NHAI local project unit has not received any update in this regard. He said “The GMDA must have written to the NHAI headquarters in this matter and the directions in this regard will come from there. We have not received any communication till now,” He also stated that the process of acquiring of land will be done once the letter with needed guidelines reaches the project execution unit of Gurugram.

He further added that it will take approximately six months to construct a new toll plaza at Panchgaon, depending on the formalities of transfer of land and instructions from the headquarters.
